These are the "wash plates" that attach onto the sides of the Center Section hole. I presume the idea behind these plates is that they help to keep air on the bottom of the wing from spilling through the hole and out to the top of the wing. I suppose that would result in a slight loss of lift. Of course I'm no aeronautical engineer.
